21. Proposal: Decision making and cohesion within the Union

Objective: We propose that the EU improve its capacity to take speedy and effective decisions, notably in Common Foreign and Security Policy (CFSP), speaking with one voice and acting as a truly global player, projecting a positive role in the world and making a difference in response to any crisis, notably through:

Measure 21(1) - Qualified Majority Decision-Making in CFSP *

21.1) In particular in the area of the CFSP, issues that are currently decided by way of unanimity to be changed, normally to be decided by way of a qualified majority.

There are currently no implementing initiatives that address this particular CoFE measure.
Measure 21(2) - Security Cooperation based on Strategic Compass
21.2) Basing cooperation in security and defense policy on the recently endorsed Strategic Compass and making use of the European Peace Facility.
Measure 21(3) - Strengthening Role of High Representative *

21.3) Strengthening the role of the High Representative to ensure that the EU speaks with one voice.

Measure 21(4) - Consolidating EU Unity and Decision-making Capacity to Prepare for Enlargement

21.4) Agreeing on a strong vision and a common strategy to consolidate the unity and decision taking capacity of the EU in order to prepare the EU for further enlargement.

There are currently no implementing initiatives that address this particular CoFE measure.
Measure 21(5) - Prompt Ratification of Trade Agreements

21.5) Ratifying recently concluded trade agreements more promptly without precluding proper examination and discussion.
